The North East Link (NEL) is the Victorian Government's largest infrastructure investment in Melbourne's north-east, designed to transform the city's transport network. The project includes a 6.5km tunnel from Watsonia to Bulleen, filling a crucial gap in Melbourne's freeway system — removing 15,000 trucks from local roads each day and cutting travel times by up to 35 minutes.

Upgrades to the Eastern Freeway and M80 Ring Road introduce new lanes, smart motorway technology and a seamless connection into the North East Link tunnels. The Eastern Freeway Burke to Tram Alliance (EBTA) is delivering the freeway and interchange works, with Bulleen Interchange the critical junction between the two.

Pivot's role

Pivot Engineers provides embedded project and construction management personnel to the EBTA delivery team — supporting site supervision, programming, cost and subcontractor management across structures, utilities and pavement packages at the interchange.

Our people work inside the alliance, resourcing peak workfronts and maintaining continuity of delivery through staged traffic changes and complex interface coordination with authorities and adjacent contractors.
